Led by Representative Brett Guthrie (R-KY-2), H.R. 2483 — the SUPPORT for Patients and Communities Reauthorization Act of 2025 (SUPPORT Act) was signed into law on December 1, 2025.
The legislation reauthorizes and updates FY2026–FY2030 funding for a range of grant programs focused on addressing substance use disorders (SUDs) and expanding access to essential behavioral health services.
These programs include:
- Support services for pregnant and postpartum women with SUDs
- Youth substance use prevention and recovery services
- Housing support initiatives for individuals in recovery
- Community-based recovery organizations
- Loan repayment for qualified health care providers treating SUDs
- Expanded overdose prevention programs
- Treatment services for children experiencing psychological trauma
- Mental and behavioral health education and training for medical and allied health students
The Act also updates and expands several existing programs, including:
- First responder support programs, now broadened to permit the purchase of medications or devices used to treat non-opioid overdoses
- Employment services for individuals in recovery, now including flexibility to provide transportation ance
- Technical assistance, including temporary authorization of a regional center to support the National Peer-Run Training and Technical Assistance Center for Addiction Recovery Support
Additionally, the Act establishes new requirements for the Department of Health and Human Services (HHS), such as:
- Strengthening cybersecurity protections for the National Suicide Prevention Lifeline
- Establishing a Federal Interagency Work Group on fentanyl contamination in illegal drug supplies
- Directing HHS to review and, if necessary, revise the scheduling of approved buprenorphine–naloxone combination products under the Controlled Substances Act
ACA applauds the reauthorization of the SUPPORT Act through FY2030. The Act provides lifesaving resources for individuals in all stages of recovery and delivers vital support to counselors and other mental health professionals working on the front lines to serve communities most in need.
