Video: House Committee Discusses Mental Health Care Requirement in Medicaid

During consideration of the House bill to repeal and replace the Affordable Care Act, an important discussion about mental health care coverage took place in the Energy and Commerce Committee. View the discussion here.

Supporters of the bill confirmed that it would be left up to the States whether or not Medicaid coverage would continue to include mental health care. 

The requirement for mental health coverage is one of the more likely to be eliminated by States as the overall Medicaid payments to states decline, as mandated in the bill.  Millions of Medicaid recipients would likely be affected by the loss of coverage, as would counselors who now treat them.

    As a mental health counselor working with mostly Medicaid covered children, I believe the loss of coverage would be devastating.  I work to help children survive the effects of abuse, neglect and also substance abuse within their families.  With care such as I provide, these children are more likely to be successful students and productive citizens of this country. Without this counseling, children and their families are less likely to stay together, improve wellness and eventually cost the system more money in other ways.

    Mental health care coverage is needed for a broad spectrum of disabilities, diagnoses, age groups, income levels, cultures, and demographics.  To think of health as only physical or organic in nature is to ignore humanity as it is- with emotional, psychological, mental,and environmental components.  Have we returned to being so barbaric in understanding humankind that we do not see or accept that obvious and equally important dimension?  This is a question of whether enlightenment or denial will persevere.The role of denial itself in mental health is key.  To ask this question and to need to have this debate in 2017 indicates that the Dark Ages have indeed returned, and only those with wealth will be able to access mental health care.
