ACA Federal Legislative Service Award

The ACA Federal Legislative Service Award recognizes a public official or public agency staff member who has made a significant contribution to the counseling profession or recipients of the profession’s services by influencing public policy at the national level. Nominations for this award are assessed by the ACA Public Policy & Legislation Committee.

Presented to Judge David Garcia

Garcia, DavidJudge David Garcia, who presides over veterans and criminal courts in Denton County, Texas, believes the criminal justice system must become trauma-informed to effectively deal with justice-involved veterans. A frequent speaker, he advocates for the expansion of family services and treatment for veterans who are within the court system. Among many roles as an educator, Judge Garcia served as dean of the Texas Judicial College for the Study of Alcohol and Other Drugs. He received a Juris Doctorate from the University of Texas School of Law in 1984 and a Bachelor of Arts in psychology from Texas Tech University in 1981.
